We recommend turning on Dropbox/OneDrive auto backup and waiting for the backup to complete for all selected laptops, before troubleshooting the iCloud sync issues mentioned above by following these steps:

-Make sure iCloud Drive is enabled on all devices using the same Apple ID
In your iPad’s Settings app, go to “iCloud” and make sure “iCloud Drive” is enabled for the app.

-Use the same Apple ID/iCloud account on all your devices
Open your iPad’s Settings app -> go to “iCloud” -> check that the same account is showing on each device.

-Make sure iCloud Drive can use mobile data
