Whats the nicest city in Europe to visit?

For a tourist, what would be the nicest city in Europe to visit.
Key would be that it is clean and safe, good social scene, good architecture, and ideally not too expensive

    Copenhagen has all of the above, but can be a little expensive. Barcelona is also great, but can get very busy in summer months.

    amsterdam is pretty cool and good overall
    berlin i like.

    One of the lesser ‘talked about’ European cities which I love is Lisbon. Try to go there mid or near the end of the summer season. The city is beautiful and has a lot of hidden gems. If you prefer a crowded city try to go there during one of the many festivals. Lisbon has a great mixture of good food, nightlife and attractions. Rome, suggested by karmesh, is also one of my favourite cities. Both are a must-visit in my opinion.
