    There is no incentive to not pollute. If you were to reward people that didn’t pollute then they wouldn’t.
    For instance, there is a plastic problem world wide. If we could give people around the world a reason to not throw their plastic waste into the environment then they wouldn’t. Give money to people to bring plastics to consolidation areas and watch what happens.
