    The agency provider model allows a participant to employ a caregiver who works under the supervision of an agency. Depending on their needs, participants can choose to pay the caregiver, hire a spouse or parent to serve as the caregiver, or use their own budget to hire a caregiver.

    The budget model, on the other hand, allows participants to employ their own support workers. These workers will have a service unit and a budget. This will give the participant more freedom to decide on the type of worker they would like to hire and the schedule of their worker. Ultimately, the participant can choose to employ their own worker or hire aCFSS agency to handle all the payroll and benefits.

    Although the Consumer Support Services program will not launch until April 1, 2023, the Minnesota Department of Human Services (DHS) has started preparing for a transition to CFSS. It is estimated that the transition will take about a year to complete. Throughout this time, DHS will ensure that patients are receiving the appropriate care. They will hold public comment periods and issue more information about the plan for transition.
