I ran into QuickBooks Payroll Error 15107 right before a payroll run and it nearly derailed everything. For me the issue came from a failed payroll update and the firewall blocking QuickBooks. What helped was running QuickBooks Tool Hub, using Quick Fix My Program, then manually installing the latest update from Intuit. I also had to tweak my firewall settings before the payroll update finally worked.
